Design Functional 3-Digit Combo Lock Mechanism for Screw-On Cap Ended

I'm developing a waterproof, CNC aluminum capsule to store car keys under a vehicle. I already have the full 3D model of the capsule body and cap. I now need a functioning 3-digit combination lock that prevents the cap from being unscrewed unless the correct combination is dialed in. The cap is currently modeled as a screw-on type (threaded), in the STL and STEP files.
What I need from someone:
Design the full mechanical locking mechanism inside the cap
The lock functionality mechanism must be based on a 3-digit rotating dial, like a small padlock. When the wrong combo is entered, the cap stays blocked, and when the right combo is entered, the cap unscrews normally. Almost like bike locks. It must be durable and be able to be manufactured (CNC Aluminum), and I need the final delivery to include the CAD files and notes so I can move onto the prototyping phase. Mechanism must be suitable for CNC aluminum production and manufacturing.
I will provide my current CAD files after I agree to a proposal. I have a budget of $500-600.
