1. Purpose
We are a Dubai developer. We want an experienced MEP engineer, independent of the design consultant, to
review the MEP design of our Rise villa type. We want
to know where it is over-designed, what is wrong or non-compliant, and what practical alternatives would bring it
about 20% cheaper while staying durable, efficient and suited to Dubai heat, humidity and sand. We want "decent,
reliable and efficient", not luxury.
2. Scope of review (all MEP disciplines)
1. HVAC: independently check the cooling load calculation, zoning, number and size of fan coil units, outdoor
unit selection and diversity, duct and diffuser design and specification, fresh air quantities and method,
condensation risk, and outdoor unit placement and heat rejection on the roof.
2. Ventilation: toilet, kitchen and laundry exhaust, fresh air louvres and sand filtration, and fire and smoke
requirements for shafts.
3. Water supply and hot water: tank sizing (DEWA), transfer and booster pumps, pipe sizing, hot water
return system, solar hot water sizing (mandatory in Dubai), and scald and overheat protection.
4. Drainage: stack and pipe sizing, venting, manholes and covers, roof and rainwater drainage, AC
condensate drainage, and compliance with Dubai Municipality drainage rules.
5. Electrical, lighting, fire and low-current: load schedule, DB sizing, cable sizing and lighting design

7. Coordination and quality: contradictions between sheets, missing information, template errors, and
buildability on site.
3. Specific items to verify (minimum)
Our own first check found the items below. Please confirm or reject each one with reasons, and go beyond this list.
11 ducted fan coil units and 2 outdoor units for about 289 m² of air-conditioned space. Selected capacity is
67.7 kW against 56 kW calculated.
About 35% of cooling capacity goes to stairs and lobbies, including a unit cooling the roof-level stair.
Very small rooms (maid room, kitchen, entrance) each have their own fan coil unit.
Linear slot diffusers with full-length dummy grilles, brand-specified, and acoustic lining on all ducts.
Fresh air is increased above the calculated minimum and taken untreated directly into the fan coil units.
East/West glazing and beam/column U-values are marked as not complying on the schedules.
Hot water return loop to every bathroom with duty and standby pumps. 3-pump booster set. Pipe sizes look
oversized.
Number of manholes and cover specification. Roof outlet count. Pipes cast into slabs. No condensate
drainage drawn.
4. Deliverables
1. Review comment register (Excel): every comment with sheet reference, category (Error / Noncompliance
/ Over-design / Missing / Coordination), severity, and recommended action.
2. Independent calculations: cooling load re-check (block and room by room), fresh air, water demand and
pump duty, drainage fixture units, and electrical load (once issued).
3. Value engineering options report: for each option, what changes, the technical justification, the approval
risk, and an estimated cost impact (UAE market rates) against the current design. Include a recommended
"decent, not luxury" system configuration for each discipline.
4. Marked-up drawings (PDF) showing the proposed changes in principle.
5. List of missing information and questions for the design consultant.
6. Two video workshops with our team: interim findings (end of week 2) and final presentation (week 3).
5. Programme – 3 weeks from the kick-off call
Week 1: kick-off, full desk review of all sheets, missing-information list issued by day 3, first comment
register.
Week 2: independent calculations, value engineering options, interim workshop.
Week 3: draft report and register, our comments, final report and final workshop.
6. Fee and payment
Fixed lump sum, all-inclusive, not to exceed USD 25,000. Please quote your fixed fee and break it down
by discipline.
Payment: 30% on acceptance of the week-1 comment register, 50% on the draft report, 20% on the final
report and workshop.
Late delivery: 2% of the fee per working day, capped at 20%.
No expenses and no site visits required (desk review).
7. Reviewer requirements
Senior MEP engineer(s) with residential villa experience in the UAE/GCC hot climate, covering mechanical,
public health and electrical.
Independent: no current or past involvement with the design consultant on this project.
Must sign an NDA before receiving drawings.
Please send with your proposal: CVs of the people doing the work, two similar reviews or projects, your
fixed fee, and confirmation of the 3-week programme.
8. Documents provided
The full Rise MEP drawing set (37 sheets: HVAC, ventilation, water supply, drainage, schedules), architectural and structural drawings for coordination, and the materials and specification document will be shared privately only after the NDA has been signed.
