Remake OBJ into Solidworks or Onshape Anyone

I have a OBJ file for blender but it is only a mesh I need the same exact thing as a solid works file or shaped to me as a onshape document, I'll need to be able to edit it and make changes to the sketches and extrudes after given to me. I don't want the file converted to a STEP because after I tried that it only made a surface and a lot of the model was messed up or missing. this would be a one time project. it is not much of a rush I'll need it around before May 15th. my budget is max $50-75 because the entire model is already given I just need it remade in a different software.(I would prefer onshape but solidworks would also be good). read less
