I am looking for an experienced CAD designer or mechanical engineer to design a custom underwater scooter (similar to a Seabob) around a propulsion system that I have already selected.
The propulsion system (motor, jet pump, ESC, and throttle) has already been selected. The shell should be designed specifically around this hardware, with proper mounting points and water-cooling passages.
I already have an STL of the exterior shell that I would like to use as a starting point or reference. The final design should be an editable CAD model (Fusion 360 preferred) with STEP files included.
The propulsion system has already been chosen (motor, water jet, ESC, and controller), and I will provide dimensions, photos, and product information.
The design needs to include:
Mounting system for the motor and water jet
Mounting location for the ESC
Internal water-cooling passages for both the motor and ESC
Water intake that supplies both the jet pump and the cooling system
Water outlet integrated into the rear of the scooter
Waterproof battery compartment
Waterproof electronics compartment
Ergonomic handle that houses the throttle/controller
Internal supports and mounting points
A shell optimized for 3D printing and future modifications
Fusion 360 source files and STEP files
I would also like you to make the shell split into upper and lower halves with an O-ring seal and stainless fasteners so the battery and electronics are accessible for maintenance.

This is a personal hobby project, not a commercial product. My total budget is under $1,000, and I am looking for someone who can complete the entire design within that budget. If you have experience designing underwater vehicles, RC boats, jetboards, eFoils, or other watercraft, please include examples of your previous work.
