@ PioneerOne Here is a previous detail update. Please read all comments below as they provide information from both sides.
DETAIL UPDATE
There are 3 parts for tooling design - MANUFACTURING MUST BE CONSIDERED IN DESIGN.
Part 1 Plastic Body (tank for soap with clear viewer window to see soap level) - Soft silicone surface finish for nice texture, grip and aesthetics.
Part 2 Plastic Cover - Hard plastic that snaps/seals to the body to have a leak proof cover for transportation.
Part 3 Silicone Sponge - Silicone sponge that slides on and off the body but is secure when in use. This sponge should have texture to distribute soap. like hairs or tentacles.

@PinoeerOne Thank you for your interest and for reaching out with your questions. Sorry for the confusion. The final deliverable should be a CAD model of a fully functional assembly that can be quoted, developed and produced by a manufacturer. A conceptual is required for this process but that is not the deliverable. As we are asking for "sample" concepts from all designers, I will choose the design and function that I see as the best option in about two weeks... Leaving one week of the 30 scope for final design and details. Please send me a direct mail if you would like to discuss anything in private.

Hello, My Name is Sam Boege and I am a professional design engineer. I am new to the community and have several questions. Are you asking the community to design the soap dispenser? I am asking because you stated that you are not looking for concepts. I can certainly design the parts for molding, create the drawings, and even pass along to prospective vendors for quotes on tooling. I just need to understand your starting point. Would you like me to formulate a concept, and provide it in the context of a fully manufacture-able drawing package? What if any thoughts have you given to material choices? will the product be dishwasher safe? Do you have a cost target? How can we link up to talk in further detail? Thanks to all for helping me thru this.

@arkiattack When submitting a design early the designer can work with the client on tailoring the design to their needs so that they can compare how each designer adapted the design to their needs. This often produces a design that is more suited to the client. Designing something that suits a clients needs certainly can not be compared to a protitiute. @KMECH - I would like the product to have similar dimension (4" x 2.5") and shape as the attached model. These are very rough and I encourage you to design the assembly based on best form and function.
