In my opinion, to get better results, quality, quantity and great design depends on prepaid or pending payment.
I think prepaid will helps you alot.

Why don't you seperate the money, USD640 divide 3 or 5, and make contests with different requirement. So no need to change requirement.

I think better you make it clear since you already mention who won and also the requirement are different as before, is it means will have more than one winner for earlier requirement and now?

I DO NOT use submitted projects. In accordance with copyright laws and intellectual property protection, i have NO COPY on my computer, smartphone and any other data carriers.

Quality of presented projects doesn't satisfy me, that's all.

If you'll still acusse me of stealing, I'll take appropriate legal action against you
