Note: this is not sculpting. The model was created using polygonal modeling with a subdivision-ready mesh.
This is an extremely long and complex process that requires a solid understanding of topology and how a 3D mesh is constructed. This method is commonly used in the game industry, but there is nothing preventing us from turning such a model into a piece of jewelry or a decorative panel.
The .blend file is from an older Blender version. If you have trouble opening it, simply create a new project and use Append to import the model.
