We are seeking an experienced 3D architectural visualization artist/animator to create a polished cinematic visualization for a large-scale conceptual naval shipyard development.
The visualization will support a real government planning initiative, the Navy Shipyard Infrastructure Optimization Program, exploring a potential new naval shipyard location. This is a concept-stage marketing and engagement piece, not a technical or engineering deliverable.
WHAT WE HAVE
• An AI-generated 2D illustrative site plan showing facility layout, labels, and zoning, including dry docks, piers, production facilities, housing, research areas, and related infrastructure
• AI-generated concept images of individual facilities and structures
• Supporting visual references and project direction
We do not have an existing 3D model, CAD file, or dimensioned site plan. All required 3D geometry will need to be built from scratch using the provided materials as visual and layout references.
WHAT WE NEED
We are evaluating whether the video should feature isolated angled/aerial shots of individual key facilities, such as the dry dock, submarine ship lifts, and waterfront production areas, rather than one continuous connected flythrough.
This approach may significantly reduce the amount of full-site modeling required. Please factor this into your proposal and let us know if you would recommend a different approach.

• Industrial, waterfront, dry dock, ship lift, production, landscape, and infrastructure visualization as required
• Titles, labels, and callouts matching our existing site plan legend
• Background music
• Optional voiceover — please quote options both with and without voiceover
• Final editing and assembly of all sequences into one cohesive video
PRICING REQUESTED
Please provide separate estimated pricing and turnaround times for:
• Approximately 30 seconds
• Approximately 60 seconds
• Approximately 2 minutes
For each option, please break out the approximate cost and effort associated with:
• 3D modeling / build time
• Animation and rendering
• Final video editing
• Voiceover, if offered
This breakdown will help us understand where the majority of the production cost is concentrated.
PLEASE ALSO INDICATE
• Whether you recommend the isolated-facility-vignette approach or a connected flythrough, and why
• How many facilities you could reasonably cover at each video length and budget tier
• Your estimated hours for 3D modeling versus animation/production
• Your estimated turnaround time for each option

Experience with large-scale industrial, waterfront, maritime, or master-planned campus visualization is strongly preferred.
Please include 2–3 relevant work samples demonstrating architectural, industrial, waterfront, or similar visualization work.
U.S. CITIZENSHIP REQUIRED
Due to contractual requirements, the freelancer and anyone performing work on the project, including subcontractors or outsourced team members, must be U.S. citizens.
Please explicitly confirm in your proposal that you and everyone who would perform work on the project meet this requirement. Applicants who cannot meet this requirement will not be considered.
