As you mentioned above, an important part of the design is how much area is taken up by the holding device. I calculated my last entry to have a total area of 9.5 square inches with an estimated total area of the balloons being approximately 208 square inches, leaving 198.5 Sq.in of open area or 95.5% open area. Also it may be important to know the total mass properties of the product. In my case it is 10.97 cubic inches and weighs 0.35 pounds.
Everyone, thanks you again for your entries. I am back after a holiday break and will be carefully evaluating all entries and trying to provide specific feedback.
A few quick notes. I really like the concept of expandable pieces. This makes it easy to make parts and keeps shipping easy. It would also allow the user to choose how many "rows" of balloons they would like, I guess they could get creative and put as many rows as they want by tying two balloons together for the bigger circles.
Also, as I have mentioned before, it is critical that the head on profile is thin to avoid arrows hitting/breaking/penetrating the device/holder. There are some design ideas submitted that I like, but will have to ignore due to the width of the head on profile.

All, please consider that the balloons will likely need more than a half circle of arms to hold them in place. See attached screenshot for an example of this. Also, thick bases will likely be overlooked. Consider that thinner the holder/device (when looking straight on) the less likely an arrow will hit/damage the device.
please consider that the 3 long balloons (260 balloons) will need to be closer to the back or base target holder. I understand that this means that the center 4 inch balloon will be sticking out further.

, thanks for the quick entry. This is definitely along the right path. I am a little concerned that the balloons will not hold in place. I believe that the half circles need to be more complete. Also, consider that the center balloon is 4 inches so the "arms" likely need to be longer. I'll upload a screenshot that address both comments.
